Downtown is walkable in 15 minutes end to end. RVTD buses reach Ashland, Jacksonville, Central Point and White City but run roughly hourly; Uber and Lyft cover the city. For Jacksonville, the wineries, the Rogue River and Crater Lake you need a car — rent at MFR.
