Can I bargain?

Not in the Centre itself. Bargaining is more normal at street stalls on Post Street Mall, and still polite rather than aggressive.

Is it worth a visit if I am going to Soweto Market?

Yes for crafts: the Centre is calm and has posted prices, while Soweto is for food, meat and a guided look at daily life.
