Yes. Osaka to Kyoto is about 30 min by JR Special Rapid (¥580 (≈ US$4)) or 15 min by Shinkansen. You lose the early mornings, which is when Kyoto's best sights are quiet.
Which is closer to Kansai Airport (KIX)?
Osaka. Namba is about 40 min by Nankai; Kyoto is 75–90 min by the HARUKA express.
